Around all year in South Dakota, but it's winter when they're the most observable, as they gather on road edges and bare spots during snowy winters, sometimes in very large mixed flocks (with Lapland Longspur, Snow Bunting). Not always the most cooperative for photos, but I've managed some photos over the years. One of my favorites shown below shows the namesake "horns", which usually aren't apparent.
